Actually, I was a bit off, the max potions for enchanting you can find are at 25%. So you end up boosted skills of 45% and reduction costs of 28% instead of 47%/29% even if you never touch alchemy. Still, if you abuse alchemy you improve even better equipment, not that there is a need to go past with what you can get with the 30% blacksmith potion.To lock in your exponentially-enhanced alchemical power, make an ultra-powered "Fortify Enchantment" potion, then use it to put an ultra-powered "Fortify Alchemy" enchantment on a piece of apparel.
