It's quantity vs quality though in my opinion.And then I found this post about {{Cathedral NPCs}} working nicely with VHR. I checked out Cathedral's files as well and they are exactly as you've described - head and hair glued into a single mesh. So I tried both mods and they work nicely together too. And Cathedral uses high poly vanilla hair instead of vanilla.{{Cathedral player and npc overhaul}} is probably the one most think of, covers both npcs and the player. Also replaces hair so has some compatibility with certain mods like glenmorils lalanoah being reverted back to a vanilla kid for some reason.
