Having different gems on doesn't affect how often it procs, just what it gives you. So if you run all haste gems because haste is your best stat, it'll give you haste every time. Mostly ppl have no objections on the cost. I ask 5k-10k extra for one time fee for infinite rolls till rank 5 proc.
