In order to have grass spread through a fence, you need to put the grass starter down first and then place the fence posts on top of it. Weeds and debris damage are blocked by anything that has "floor" in the name, but they can invade and destroy tiles that have "path" in the name. Ah, nice. I'll give that a try, then..
