So its basically luck.Waterworks is a 100% essential to have, the struggle is very much worth it. The playstyles you can come up with. You can wear the full set or pieces from other gear you still get good stats. I personally prefer the waterworks gear over the crafted as it provides more universal resist and slightly more damage in some of the parts. The crafted gear does provide an extra blade and trap for your school however. If you don't feel like farming waterworks then the crafted gear will do you just fine until darkmoor :)
